Sir, In your editorial “Pirates of the Gulf” (February 19) you rightly call for more support for the “autonomous” former British protectorate of Somaliland, which has been de facto independent from Mogadishu in the south since a brief civil war in 1991.

Somaliland is currently a good news story in contrast to the failed state of Somalia, whose transitional federal government, supported internationally, has totally failed to control the al-Shabab jihadi terrorists who brutally impose Sharia law on the people or to defeat the scourge of piracy based on its territory and neighbouring Puntland.

In support of independence, a 2005 African Union report pointed out that the union in 1960 between Somaliland and Somalia was never formally ratified. Excitingly on July 9 South Sudan will become an independent new state and the Juba government has already stated it will recognise a sovereign Somaliland. In all probability this will result in other AU countries following suit.

An independent Somaliland could be a force for stability and good governance in the Horn of Africa. It is high time the AU and western powers recognised the sovereignty of the republic of Somaliland, which has all-party support under the government of President Ahmed Mohamed Silanyo, which resulted from free and fair elections.

Pirate Prison built with Norwegian money opens in Somaliland

Ministers inspect the high security prison in Somaliland's Hargeisa

Somaliland ministers and a visiting donor from the Norwegian government Deputy Foreign Minister Mr.Espen Barth Eide inaugurated a new modern prison in Hargeisa, which will make it possible to convict Somali pirates caught by international forces.

A new central prison for persons convicted to long sentences has been made use of in Somaliland’s capital Hargeisa. The prison,financed by Norway, was today visited by Somaliland Home Affairs Minister, Mohamed Abdi Gaboose, accompanied by Norway’s Deputy Foreign Minister Espen Barth Eide.

The Hargeisa prison is to be formally inaugurated later this month, but already houses over 70 Somali pirates that had been arrested by international marine forces in the Bay of Aden and the Indian Ocean.

Many pirates so far have had to be released as there were no courts ready to sentence them or prisons ready to accommodate them. The Hargeisa “pirates’ prison” comes as an international response to this vacuum, with Somalilanders happy to extend their international relations by hosting the new facilities.

According to Norwegian Deputy Foreign Minister Espen Barth Eide, the new facilities – starring as the most modern building in run-down Hargeisa – “appeared effective and moderns, both regarding prisoners’ conditions and security.” High standards had been a condition to extradite captured pirates by many of the nations participating in the anti-piracy operations.

Consequently, Mr Eide also announced further Norwegian cooperation and funding for Somaliland’s justice sector, “including police, courts and correctional services, and also for the development of more modern legal codes,” according to a statement by the Oslo Ministry of Foreign Affairs.

“When we know that nine out of ten pirates are released after being caught, it is obvious that the only answer to this problem cannot be sending more marine troops,” said Mr Eide, who back in Norway faces critics because his maritime nation is not participating in the naval anti-piracy operations.

Mr Eide during his stay in Hargeisa also participated in an inauguration ceremony of a Norway-funded school building, officially handed over to Somaliland Education Minister Samsam Abdi Adan.

The Deputy-Minister’s visit to Hargeisa represented the first-ever Norwegian official visit to the non-recognised state of Somaliland. Mr Eide met with Somaliland President Ahmed Mahamoud Silanyo and a large number of Ministers and dignitaries.

The visiting Norwegian was full of praise after having seen developments in Somaliland first-handed. “The contrast between Somaliland and most of the rest of Somalia is striking,” he stated. “Somaliland has managed to establish a well-functioning democracy, where presidents not only are elected, but also leave their post if not re-elected, which is not a matter of course in Africa.”

Mawlid al-Nabi (the Prophet’s birthday)

 

There is nothing in the Qur’aan to say that we should celebrate the Mawlid or birthday of the Prophet (peace and blessings of Allaah be upon him). The Prophet himself (peace and blessings of Allaah be upon him) did not do this or command anyone to do it, either during his lifetime or after his death. Indeed, he told them not to exaggerate about him as the Christians had exaggerated about Jesus (upon whom be peace).

He said: “Do not exaggerate about me as the Christians exaggerated about the son of Maryam.

I am only a slave, so say, ‘The slave of Allaah and His Messenger.’” (Reported byal-Bukhaari). What has been reported is that the Prophet (peace and blessings of Allaah be upon him) made the day of his birth a day of worship, which is different to celebration. He was asked about fasting on Mondays, and he said: “That is the day on which I was born and the day on which I was entrusted with the Mission or when I was first given Revelation.”

(Reported by Muslim, al-Nisaa’i and Abu Dawood).

Moreover, we know that the Sahaabah (may Allaah be pleased with them) were the people who loved the Prophet most. Was it reported that Abu Bakr, who was the closest of people to him and the one who loved him the most, celebrated the birthday of the Prophet (peace and blessings of Allaah be upon him)? Was it reported that ‘Umar, who ruled for twelve years, or ‘Uthmaan, did this? Was it reported that ‘Ali, his relative and foster son, did this? Was it reported that any of the Sahaabah did this? No, by Allaah! Is it because they were not aware of its importance, or did they not truly love the Prophet (peace and blessings of Allaah be upon him)? No one would say such a thing except one who has gone astray and is leading others astray.

Did any of the imaams – Abu Haneefah, Maalik, al-Shaafi’i, Ahmad, al-Hasan al-Basri, Ibn Seereen – do this or command others to do it or say that it was good? By Allaah, no! It was not even mentioned during the first and best three centuries.

The Prophet (peace and blessings of Allaah be upon him) said in a saheeh hadeeth:

“The best of mankind are my generation (or my century), then those who come after them, then those who come after them. Then there will come a people who will not care if their testimony comes before their oath or vice versa (i.e., they will not take such matter seriously).” (Reported by al-Bukhaari,Muslim and al-Tirmidhi).

The celebration of the Prophet’s birthday appeared many centuries later, when many of the features of true religion had vanished and bid’ah had become widespread.

Thus this celebration became a sign of one’s love for the Prophet (peace and blessings of Allaah be upon him)? But can it be possible that the Sahaabah, the imaams and the people of the best three centuries were unaware of it, and it was only those who came later who were aware of its importance?! What the Qur’aan tells us is that love of the Prophet (peace and blessings of Allaah be upon him) is demonstrated by following the guidance he brought.

Allaah says (interpretation of the meaning):

“Say (O Muhammad): ‘If you (really) love Allaah, then follow me, Allah will love you and forgive you your sins. And Allaah is Oft-Forgiving, Most Merciful. Say: ‘Obey Allaah and the Messenger.’ But if they turn away, then Allaah does not like the disbelievers.” [Aal ‘Imraan 3:31-32]

The first aayah explains that love is just a claim, but the proof of sincerity is following what the Prophet (peace and blessings of Allaah be upon him) brought. The second aayah reaffirms the importance and necessity of obeying Allaah and His Messenger. Hence Allaah ended the aayah with a very stern warning in which those who refuse to obey are described as kaafirs, and Allah does not love the disbelievers. We ask Allaah to keep us safe from that.

The Prophet (peace and blessings of Allaah be upon him) told us of the danger of not obeying him, and the danger of adding to what he brought. The celebration of Mawlid or his birthday is indeed an addition to what he brought – as all the scholars agree. He said:

“The best of speech is the Book of Allaah, and the best of guidance is the guidance of Muhammad. The most evil of things are those which are newly-invented (in religion), and every innovation is a going astray.” (Reported by Muslim and al-Nisaa’i).

We ask Allaah to protect us from bid’ah and to bless us by helping us to follow.

Somaliland Receives USD 10Million for airports upgrade

HARGEISA — Somaliland Minister of Aviation formally launched a USD 10 million programme to modernise and upgrade two existing airports in the country on Tuesday.

Speaking at a ceremony held at Egal International airport, Mr Mohamoud Hashi Abdi told local media that Hargeisa’s main Egal International airport and the main port of Berbera will be rehabilitated in the coming months. He said the Kuwaiti government will be providing all the $10million funds needed to improve the airports’ capacities, terminals, runways and the security to comply with International Civil Aviation Authority (ICAO) standards.

He added the Kuwaiti government will supervise and oversee the projects as well as providing technical assistance and capacity building through their non-profit organization, the Kuwait Foudation.

Kuwait Foundation is a private, non-profit organization and is chaired by H. H. the Amir of the State of Kuwait. A delegation from the foundation is due to arrive in the country in the next forthnight to assess the airports.

The Minister has been abroad for the last two weeks visiting the Middle East and the UK. He has been pushing for developments for all airports in the country. As soon as he took oath, after his party came to power in July, the minister quickly reversed years of neglect for Burao airport and reopened the facility in early this year.

It is not clear if the new administration will use designs and blue prints for Egal International Airport from the previous regime, who produced a number of designs before their depature from office.

Somaliland airports have became under pressure from recent increase in traffic due to many Somaliland Diasporas returning home and the region becoming a gateway to connect Asia, Africa and Europe.

As well as these airports, Kuwait also helps Somaliland in the fields of health and humanitarian reliefs.

Somaliland: Police Recruits to be Trained on Human Rights

Police recruits will be trained on human rights and humanitarian law in order to improve their ability to settle disputes and handle internal tensions. 

The ministry of Interior, partnering with the United Nations Development Programme (UNDP) has started a new program to train some 300 Somaliland police recruits in the town of Mandera, in Sahil region.

The inauguration ceremony was attended by officials from the ministry of Interior, police commissioner, Mr. Mohamed Saqadhi Dubad and delegates from the UNDP.

The aim of the programme is to help the police recruits learn techniques for handling disputes and internal tensions including national protests and demonstrations. The recruits will undertake training on human rights rules and humanitarian law principles.

The training is to be conducted by Somaliland officers who received their training in Ethiopia with the support of United Kingdom. The officers received training in the areas of leadership, diversity, professional standards, community policing, human rights, intelligence led policing, serious crime, forensics, command and control and counter terrorism.

UK plans to train further 450 officers in the next two years in a ‘train-the-trainer training’ programme that will cost US$968,000. The training will have three phases; two in Ethiopia and one in Somaliland.

This is the largest number of recruits to be enlisted for the Mandera academy.
